Elements and Performance Criteria

1. Identify goods subject to anti-dumping and/or countervailing measures
   • Dumping alert for a particular tariff classification and statistical code in an import declaration is recognised
   • Dumping commodities register (DCR) is reviewed
   • Date of effect is verified
   • Place and/or country of export is determined as subject to anti-dumping and/or countervailing measures
   • Goods are verified as of a kind subject to anti-dumping and/or countervailing measures
   • Custom client identifiers (CCIDs) of the exporter and/or supplier of goods is determined as subject to anti-dumping and/or countervailing measures
2. Determine dumping elements
   • Exempt goods are declared in accordance with DCR
   • Dumping specification number (DSN) is determined in accordance with DCR
   • Dumping export price (DXP) is calculated in accordance with DCR
   • Currency code for DXP is determined
   • Export country code is determined as required
   • Exchange rate is input as required
   • Dumping unit quantity is reported in accordance with software application system requirements
3. Advise clients on anti-dumping and countervailing legislation
   • Clients are informed about basic requirements of anti-dumping and countervailing legislation
   • Client understanding of anti-dumping and countervailing information provided is confirmed and any client misunderstanding is clarified
   • Clients are made aware of administration, review and revocation of anti-dumping and/or countervailing measures

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and include:

advising clients about their obligations in regard to duty assessment advising clients on the impact/considerations of penalty legislation advising clients on the operation/aspects of the Australian anti-dumping and countervailing system calculating dumping export price (DXP) ensuring currency of relevant legislative and regulatory knowledge identifying exempt goods and suppliers identifying inclusive goods and suppliers identifying relevant country of export preparing duty assessments reading and interpreting appropriate Acts and regulations.

Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and include knowledge of:

assessing shipments using current government legislation including: Australian Customs Act and regulations Dumping Commodity Register (DCR) Australian anti-dumping and countervailing legislation content and use of DCR processes to determine and calculate anti-dumping and countervailing duties.
